I have had chapped lips most of my 33 years and I have tried everything! My fav lip balm at the moment is Alba Coconut Cream Lip Balm. It actually seems to work most of the day (most others I have to reapply every hour or so)! It also tastes great! :)
I have tried many, many lip balms in all price ranges (petroleum-free are the best)and I just want to share that, in my humble opinion, the best ones are by Badger. I use their lip balm regularly and NEVER get chapped lips. That's quite a testament since I live in Chicago and spend time outdoors year-round. Additionally, every product I have tried by Badger has been great and they are so reasonably-priced. They are a good company and I strongly recommend their products!

My physiology professor states that prolonged, repeated use of lip balm can result in lowered secretion of moisture onto the surface of the lips. The epithelial cells adapt to the lowered need of moisture because of the lip balm. Rather like how a callous builds on repeatedly used areas of skin. This is likely not if you use it for a few days (or possibly even weeks) consistently, but if you use heavily for longer. And, of course, there is variability between individuals. The good news is reducing lip balm use will allow your lip tissue to readjust - unless there is another underlying problem.

I was reading from the link provided about the Jaffa Lip Balm by Miessence.

Oddly, it describes it as follows: . . . gives you soft, kissable lips day and night. Nutritious cocoa butter, safflower and avocado oils soften and smoothes rough, chapped lips, while organic orange and vanilla taste delicious!

Yet the ingredients are as follows: Sunflower Oil, Organic Unrefined Beeswax, Organic Shea Fruit Butter, Organic Avocado Fruit Oil, Organic Sweet Orange Essential Oil, Organic Vanilla Extract, D-Panthenol (Pro-Vitamin B5), Annatto Seed Extract, Organic Sugar-Cane Ethanol, Non-Gmo Lecithin.

I don't see any cocoa butter or safflower oil listed! lol

My favorite lip balm is one I make that includes kokum butter, babassu and emu, among other organics.
My favorite lip balm is one I get from the local beekeepers association. The main ingredients are beeswax and essential oils. Fantastic.
I don't believe that lip balm is addictive, but I HAVE heard (from a friend who read an article about it) that some companies add an ingredient that will dry out your lips. It's legal and it makes sense from a business point, so I wouldn't at all be surprised if it's true. And, I've found that the more I use, the more I need it. Wait a few days, and my lips go back to normal.
ok.. so just in case anyone does NOT want to use or ingest beetle juice, I just discovered that Burt's Bees includes Carmine in some of their lip balm and shine. I personally pitched my pomogranite lip balm because of this. I do not think friend let friends eat beetle jucie!! LOL or microwave in plastic ! I use a great lip treatment with from arbonnem it is very soothing and works in the winter even when lip balm doesnt nourish enough.
