One thing to remember : not all scooters are good. Two-stroke engines (in a lot of scooters) pollute like crazy.
Poking around online to find some good info for biters about this, I found this quote and article:

I could be mistaken, but I believe the Vespa LX is ~not~ a hybrid, contrary to the tip. In fact, it's offered in a 50cc version, and 50cc scooters often are of the 2-stroke variety, which, as noted in these comments, is typically quite polluting.
The Piaggio HyS is protyped in three versions: the Vespa LX and the Piaggio X8 and MP3.

It may seem that an electric scooter is pollution free as it passes by. But lets not forget that electricity has to come from somewhere. Now in the US the electricity most likely came from a coal powered electric plant or maybe nuclear.
If you charged your scooter with solar, wind or your own back yard hydro power now we are talking pollution free. SO can someone tell me how an electric scooter charged by coal power compares to a gas scooter as far as CO2 emissions?

And as the grid improves in its cleanliness, so will electric scooters...
I had a chance to ride a Vectrix scooter at the Seattle Clean Vehicles Now conference. That is one nice looking "bike". After a moment to get used to the weight being behind me (rather than more underneath me on a motorcycle) it was a blast to ride. Best of all it has regenerative breaking. I want one.
